Shi Lu-wen received a Bachelor of Science from Peking University Health Science Center (former Beijing Medical University) and Master of Health Professional Education from University of Illinois. Now he is a Professor and PhD supervisor. Professor Shi is the director of Department of Pharmacy Administration and Clinical Pharmacy in the School of Pharmaceutical Sciences and the director of the International Research Center for Medicinal Administration from Peking University. Professor Shi also servers as expert of Department of Human Resources and Social Security, Ministry of Commerce, Ministry of Health, SFDA and so on as well as related industrial associations.

Professor Shi once served as the director of Department of Clinical Pharmacy, Director of Department of  Pharmacy Administration, vice dean of the School of Pharmaceutical Sciences of Beijing Medical University in 1994. In 2000, Peking University and Beijing Medical University merged, Professor Shi served as the vice-president of Peking University Health Science Center. From September 2005 to August 2006 he was appointed as the Assistant Chief of Beijing Municipal Health Bureau.

Professor Shi engaged in the fields of pharmacy education, professional teaching and reform model of clinical pharmacy and pharmacy administration, making a substantial contribution to the development of clinical pharmacy and pharmacy administration. Now Professor Shi’s main researching area includes  the development and reform strategies of medical health service, pharmaceutical policy and law, strategies of pharmaceutical industry development , education management and reform of Pharmacy, the development and education practice system of Clinical Pharmacy and Pharmacy Administration, drug use and pharmacoeconomics, behavioral medicine, pharmacy services and evaluation system and so on.

Professor Shi’s social appointments include: the expert of Advisory Group Experts about deepen the reform of medical and health system in the State Council; the pilot evaluation expert of basic medical insurance for urban residents in the State Council; the expert of Advisory Group Experts about deepen the reform of medical and health system of Ministry of Health; the strategic planning expert of "Healthy China 2020 " program; the expert of Ministry of Commerce of  Import and Export industry technical service center; the expert of Classification encyclopedia (Drugs and Medical Devices related occupations) revision group of SFDA; the expert for the national Licensed Pharmacist Examination Proposition; the Deputy  Secretary General of the second Council of  China Medical Education Association; the member of the third, fourth and fifth Pharmaceutical Administration Committee of Chinese Pharmaceutical Association; the member of the first  Pharmacoeconomic Committee of Chinese Pharmaceutical Association  and so on. 

In addition, Professor Shi serves as the member of Pharmacy Planning Textbook Committee of National Medical Colleges, the member of "National Essential Drugs List Medication Guide"(first edition) editorial board  members, the member of "Chinese Medical Encyclopedia (Volume of Pharmacy Administration)" editorial board  members, the deputy editor of "Chinese Medical Encyclopedia (Volume of Pharmacy Clinical Pharmacy)", the member of "Chinese Medical Guide" magazine editorial board members, the member of the "China Pharmaceutical Affairs" magazine editorial board members, the member of "Adverse Drug Reactions Journal" editorial board members, the deputy editor of "China Pharmacy "(English), the member of "Chinese Journal of New Drugs" editorial board members and so on.

In recent years, Professor Shi has dozens of academic papers written and published. Now he undertakes numberous studies and programs from National Development and Reform Commission, Ministry of Health, State Food and Drug Administration as well as the Chinese Pharmaceutical Association, Chinese Hospital Association and other related associations. These studies and programs include the price of medical services management research, Construction of drug security and service platform, Construction of pharmacists, the mechanism of new pharmaceutical price formation, the research of international price of drugs, the study of policy analysis and evaluation of essential drugs, the study of "Twelfth Five-Year " plan core indicators on drug supervision system, the research of clinical pharmacists training and institution building and so on.
